The First Session of Sino-Russian Law School Deans Forum Held at Heilongjiang University

On November 3rd, the first session of Sino-Russian Law School Deans Forum was held in Haerbing. This forum is jointly sponsored by China Association for Legal Education, Law School of Renmin University and Law School of Heilongjiang University. Forty-four professors from twenty-eight colleges and universities of both China and Russia attended this forum, the theme of which was ¡°the Past, Present and Future of Sino-Russian Legal Education¡±.

The opening ceremony of the forum was hosted by Han Dayuan, the professor of RUC Law School and standing vice-president of China Association for Legal Education. Fu Honggang, president of Heilongjiang University, expressed warm welcome and sincere greeting on behalf of his university to all the specialists and scholars attending the opening ceremony. He said that, currently the Sino-Russian cooperation of all aspects has been more and more enhanced and deepened, and the holding of this forum will absolutely promote communication and cooperation between China and Russia, as well as colleges and universities of the two. He hoped that, through this forum, jurists from China and Russia will build stronger and closer relationship of communication and cooperation, and attain better achievement at legal research, personnel training and so on, so to make greater contribution to the legal construction of the two countries.

Dean of Law School of Siberia Federal University, Professor Sisko¡¤Irina¡¤Viktorrovna, expressed acknowledgement on behalf of the Russian Delegation to China Association for Legal Education, Law School of Renmin University and Law School of Heilongjiang Universit, the sponsors of this forum. She said, the cooperation between colleges and universities of China and Russia was becoming increasingly closer in recent years, among which Heilongjiang University be the closest partner. She wished the first session of this forum to be successful and effective, and to accelerate closer cooperation between law schools of the two countries.

Professor Zhang Wenxian, Vice-president of China Law Society and President of China Association for Legal Education, sent a congratulatory letter to this forum, in which he showed warm congratulations to the holding of this forum, on behalf of China Law Society and China Association for Legal Education. Having recalled the communication history of Sino-Russian legal education, he pointed out that the first session of Sino-Russian Law School Deans Forum meant a new historical beginning for the communication between law schools from China and Russia, which entered a new era. He also hoped that, on the basis of wide and deep communication, this forum could settle a long-term mechanism of Sino-Russian Law School Deans forum, promote communication on Sino-Russian legal education and broad consensus on legislative cooperation, and eventually make proper contributions to legal civilization of the two countries and the legalization of global governance.

After the opening ceremony, both Chinese and Russian parties hosted and attended together a whole-day forum communication and discussion.

Chapter one ¡°A Recall of the History of Sino-Russian Legal Education¡±. The delegation to the conference gave a review on the history of Sino-Russian legal education with vivid words and pictures, and discussed the position and development of Sino-Russian legal education.

Chapter two ¡°Challenges in front of Sino-Russian Legal Education¡±. Representatives of both parties analyzed the problems and difficulties confronted by Sino-Russian legal education, and then actively proposed advice and ideas.

Chapter Three ¡°Mutual Reference of Sino-Russian Legal Study and Education¡±. Representatives from both countries positively and passionately discussed the development and improvement of Sino-Russian legal education.

Chapter Four ¡°Future Prospect on the Communication and Cooperation of Sino-Russian Legal Education¡±. In the method of open communication and with concerns of ¡°One Belt and One Road¡±, representatives of both parties expressed the significance of the cooperation on Sino-Russian legal education, as well as ways of cooperation.

Professor Dong Yuting, Dean of Law School of Heilongjiang University, held the closing ceremony. Russian Representative professor Kozlova¡¤Natalya¡¤Vladimirovna, deputy director of Moscow State University, and Chinese representative professor Du Huanfang, assistant dean of RUC Law School and secretary general of China Association for Legal Education, made conclusions for the forum respectively. The first session of Sino-Russian Law School Deans Forum came to a successful end in a warm and friendly environment.

During this forum, the specialists and scholars from China and Russia had deep and further discussions through the ways of representative speech, free discussion, and scholar dialogue and exchanges. This forum is the first significant conference upon the issues of legal education held between law school deans of Chinese and Russian colleges and universities, which has promoted deep communication of Sino-Russian legal education, enhanced exchanges on the study and practice of it, and further strengthened the influence of the two countries¡¯ legal civilization upon global legal governance. The forum has also realized the deepening of academic study and applied research, and managed to provide a wonderful communication platform for legal education to legal specialists and scholars of China and Russian.
