The 2nd BIT-RUC high-end forum on law and technology was successfully held

On October 14th, 2018, the 2nd BIT-RUC high-end forum on law and technology,co-held by Renmin Law School and BIT law school, convened smoothly at the lecture hall inside the National defense technology zone of Beijing Institute of Technology

More than 100s cholars or experts in science or law convened together at Beijing Institute of Technology to talk freely on the legal questions in the application of unmanned systems. They also had a deep discussion on the legal questions that may be concerned with cutting-edge scientific developments and its future application.Yang Zhihong, Secretary of the Commission for Discipline Inspection in BIT,Peng Ling, vice director of research institute of Chinese Law Society; Prof.Wang Yi, dean of Renmin Law School, and Prof. Li Shouping, dean of  BIT Law School all attended the forum and respectively delivered their speech. The opening ceremony was hosted by Prof. Yu Zhaobo, vice dean of BIT Law School.

Yang Zhihong,Secretary of the Commission for Discipline Inspection in BIT, first reviewed the outstanding achievements both schools had made since the Strategic Cooperation Agreement was signed by Renmin and BIT law school in 2016.After that, he emphasized the support from Beijing Institute of Technology on the collaboration between Renmin and BIT Law School. He hoped that both parties could make joint efforts to make this annual high-end forum an academic card they shared. He also expected to use Intelligent Technology Research Center of BIT as a beginning for a stronger partnership with The Future Legal Research Institute of RUC, thus creating a new situation in research on intelligent technology.

Intelligent Technology Research Center of BIT was officially established at the opening ceremony of the forum. Yang Zhihong, Peng Ling; Wang Yi, Li Shouping and ZhangYu cut the ribbon for the center together.

Prof. Qi Yanping from BIT Law School presided over the thesis report of the forum. Prof. Wang Meiling, vice president of college of automation of BIT as well as a CheungKong Scholar, was specially invited to make a report on The currentdevelopment of Ground unmanned mobile platform and its key technologies.Prof. Sun Jian, vice president of college of automation of BIT and a Young Changjiang Scholar, made a report about Intelligent weapon system.Tian Gangyin, General Manager and board chairman of CIC Technology Co., Ltd,made a thesis speech and presentation on Unmanned helicopter manufactured by CIC Technology Co and an introduction to its application.

In the afternoon, discussions on three different sections all took place, the topics of which were Intelligent technology + jurisprudence, Intelligenttechnology + public law and Intelligent technology + private law. Morethan 40 scholars from different universities, research institutions and practical departments took part in the discussion and made comments. Nearly 100 scholars attended the seminar.

In the unit of Intelligent technology + jurisprudence, Associate Professor Zhang Jiyu, executive president of The Future Legal Research Institute of RUC, made a thesis reporton Legal basis for ethical specification for driverless vehicle systems. She pointed out that the algorithm of driverless vehicle systems may concern lots of ethical dilemmas. As for these algorithms, ethical consideration should be mingled with them. Therefore, the law need to offer support to the mixing of algorithm and ethics.

Prof. Li Xuejun from Renmin Law School hosted the unit of Intelligent technology + publiclaw. He pointed out that the development of intelligent technology hadbrought huge challenges to the public law and some other legal systems.Therefore, jurisprudential study should dig deeper into these questions and make responses. Suggestions made in this unit was broad in ken and deep inacademics, thus showing an in-depth integration of technology and law.

Associate Professor of Renmin Law School, Ding Xiaodong, made a speech on Thechallenge of automated decision-making and its legal solutions in the unit of Intelligent technology + private law, over which he presided. Hepointed out that automated decision-making had entered everyday life and thelegal solutions raised by the academic circle on algorithm nudity, algorithm anti-discrimination and privacy protection still needed reconsideration.

The forum further advanced the communication between legal experts and scientists. They were inspired by the application of the unmanned system and its future development, on which many new topics were discovered. The success of the forum not only built a greater platform for cross-disciplinary research, but also enlarged the influence ofconcerned subjects. Therefore, the forum met its original goal and won theuniversal recognition among attended scholars.
