Environment Law Teaching and Talent Training Seminar was successfully held

  On November 16, 2018, hosted by the law school of Renmin University of China (RUC), co-organized by China Biodiversity Conversation and Green Development Foundation (CBCGDF), the "Environment Law Teaching and Talent Training Seminar" was successfully held in the Mingde Building of RUC. Under the topic of "practice teaching and the building of the rule of ecological civilization", the seminar had four parts including the innovation of Environment Law teaching, the share of teaching experience, the discussion of teaching theory and talent cultivating mode and the new progress of the course design of Environment Law, aiming to talk about how to improve the reserve of talents for China,s building of ecological civilization. More than 20 Environment Law teachers from Peking University (PKU), Tsinghua University (THU), RUC, China University of Political Science and Law (CUPL), Wuhan University (WHU) , Tianjin University (TJU) and so on also gave keynote speeches and over 50 people attended the discussion. Senior editors from Law Press China, RUC Press and other educational publishing organizations gave full participation.

       
  The opening ceremony was presided over by Zhu Xiao, the professor of the law school of RUC. Li Yanfang, the director of RUC Environment Law teaching and research section, on behalf of the host, and Zhou Jinfeng, the secretary-general of CBCGDF, on behalf of the co-organizer, gave the speech respectively.

       

       

       
  "The innovation of Environment Law teaching", the first part, was hosted by Prof. Sun Youhai, the dean of the law school of TJU, and associate professor Sun Lei, the deputy dean of the law school of Heilongjiang University. Ke Jian, the professor of the Research Institute of Environment Law of WHU, elaborated the connotation, the innovation value, the aim, the basic principles and fundamental requirements of round-table courses, and asserted that the meaning of teaching reform shouldn,t be restricted to law major. His opinion not only helped to generally enrich China higher education,s organizational form, teaching methods and ideas, but enhanced the reform and development of the professional teaching of law and other humanities and social science majors in theory and practice.

       

       

       
  Luo Li, the professor of the law school of Beijing Institute of Technology, delivered a speech entitled "The exploration of ,dual sex combined teaching mode, and the discussion about the teaching method reform of ,Environment and Resource Protection Law,". She analyzed the current situation, existing problems and reform of Environment and Resource Protection Law and introduced the meaning, application and effect of "dual sex combined teaching mode".

       
  Having recommended the WeChat Official Account "Zhu Xiao,s Environment Law Course", Prof. Zhu Xiao clarified the WeChat Official Accountí»s potential and attempt to assist teaching and shared his thought about it.

       
  On the topic of "The categorization of undergraduate Environment Law courses and the differentiation of choices of teaching methods", Wang Shekun, the associate professor of the law school of PKU, gave her speech. According to students, background knowledge, he divided the courses into three types: general education courses, environmental science professional courses and law courses.

       
  With the title of "The teaching innovation under the guidance of the idea ,teaching and research are complementary,", Mei Hong, the associate professor of the law school of Ocean University of China, pointed out the teaching problems that the idea mainly solved and explained its method and effect.

       
  The second part "the share of teaching experience" was presided over by Jiao Yanpeng, the professor of the law school of TJU, and Wang Wenyong, the general counsel of CBCGDF. Li Yahong, the associate professor of Henan University of Science and Technology, gave a speech entitled "The application of the clinic-style law education in the Environment Law teaching" and analyzed such style,s applicable value and feasibility of implementation.

       

       

       
  Choosing "The practical exploration of new environmental law clinics under the background of the building of Environment Law" as the topic, Chen Yue, the associate professor of Southwest Forestry University (SWFU), took the environment and biodiversity law clinic practice of SWFU as the example and focused on discovering and solving the specific biological environment problems in southwest region. The clinic conducted ecological damage survey, offered victims legal assistance, gave legal support to environmental protection organization, cooperated with legislative, administrative and judicial department and promoted legal policy implementation, in order to get the virtuous circle: from practice to research to legislation to practice.

       
  Wu Tingting, the associate professor of University of Science and Technology Liaoning, elaborated the PBL case teaching and introduced the specific application in Environment Law courses.

       
  Cao Wei, the assistant professor of RUC, delivered a speech entitled "Environment Law main literature,s influence in relevant teaching". He introduced the compilation background, the selecting and editing process and main content of Environment Law main literature and shared his compiling experience.

       
  Dong Yan, the lecturer of China University of Petroleum, talked about the teaching effect of flipped class mode based on the relevant survey. Meanwhile, he pointed out that it still had room for TBL and flipped class such a composite mode to improve in the aspects of student participation, group internal interaction and so on, which provided certain reference to the flipped class practice in large-scale class teaching.

       
  Yan Houfu, the associate professor of the law school of Beijing Normal University, gave his speech under the subject of "The attempt to teach Environment Law practically: Mock Hearing". He demonstrated the aim, the method, the difficult points and actual effect of the teaching in mock hearing, combining his teaching practice and experience.

       
  The third part "the discussion of teaching theory and talent cultivating mode" was hosted by Du Hui, the associate professor of the law school of Chongqing University. Liu Guotao, the professor of the law school of Shandong Jianzhu University, elaborated his thought about graduate students, essay quality and gave some advice on the improvement.
  The associate professor Yang Zhaoxia of the school of humanities and social science of Beijing Forestry University also shared his idea about Environment Law courses and introduced her teaching structure and system.

       

       

       
  In light of her own teaching experience, Lin Yanmei, the associate professor of Vermont Law School of United States, chose the ecological practitioners project, for which she was responsible, as the object of observation. Comparing the teaching in the law school of China and US, she analyzed the PBSL theory and method, which was the base of the project, specific design, training plan and current effect of the project. Simultaneously, she offered the suggestions about how to better cultivate environmental public interest law practitioners.

       
  On the topic of "Cultivating interactive law talents in order to respond the building of ecological civilization", the associate professor Zhang Bailing of Shandong Normal University Law School proposed the multiplex and systematic teaching target and interactive method system.

       
  The professor Wang Mingyuan of THU clarified the standpoint, route and normal form of Environment Law teaching and research and discussed the connotation and value of Environmental Law and how it was different from other law departments with attendees.

       
  The fourth part "The new progress of the course design of Environment Law" was hosted by Prof. Zhu Xiao. The associate professor Jing Zhen of Northeast Forestry University gave a speech with the title of "The discussion about Environment Law foreign language literature reading and writing course" and talked about the information selection, teaching style, training method and evaluation of the course, with the aim of generating graduate students, initiative in learning and improving their scientific research and writing.

       
  The lecturer Chen Yu of Fuzhou University Law School analyzed the necessity and importance of the design of "Environmental damage judicial appraisal" course. She pointed out that the course added experimental teaching into law education, which would definitely improve the embarrassing situations, such as "doní»t know what it means and how to do", existing in Environment Law graduate studentsí» relevant practice.

       
  The lecturer Zhang Jing of East China University of Science and Technology Law School shared opinions from the perspectives of the building of ecological civilization, the main reasons for environmental pollution, the requirement of environmental practice department talents and so on. She asserted that we should cultivate compound talents, who had the awareness of environmental protection and ecological civilization, and considered the characteristics of chemical and engineering majors simultaneously.

       
  The associate professor Wen Huiqing of Beijing Youth Politics College thought Environment Law teaching should be introduced to not only undergraduates major in law, but legal students in higher vocational education schools and graduates that didní»t major in law. Besides, she talked about the teaching goal and style of Environment Law courses for students didní»t major in law.

       
  The vice research librarian Liu Ming, the deputy director of RUC Law School library, took the assistance that literature retrieval brought to comparative Environment Law teaching as an example, discussed the necessity, design principles and content of the literature retrieval ability training and the cooperating teaching mode of professional law courses.

       
  The ending ceremony was presided over by Prof. Li Yanfang. Prof. Sun Youhai of TJU Law School and Prof. Wang Canfa of Civil, Commercial and Economic Law School of CUPL gave the summary respectively. Having recognized the present achievement of Environment Law teaching, Prof. Sun encouraged relevant scholars to take action and change current situation in order to make new progress and reach the goals including making Environment Law be an independent law department officially recognized, forming a mature teaching system, developing clear theory and specific legal terminology. He asserted that undergraduates, graduate students and doctoral students should learn from each other and improve their ability through communication.

       

       
  RUC Law School had attached great importance to Environment Law teaching and promoted reform by updating textbooks. Under the guidance of Prof. Han Dayuan, the standing vice chairman of China Association for Legal Education, RUC had published a series of textbooks entitled "Introductory Notes of Law" in 2017, with the aim of assisting undergraduates' legal core courses. Prof. Zhu Xiao was the director of the editorial board and edited the first note of the series.
  Besides, in order to meet the teaching requirement of cultivating legal talents, RUC Law School had planned to publish "General cases for legal profession" as the teaching materials, of which Prof. Wang Yi, the dean, was the editor-in-chief. These series of books was the new exploration and innovation in law education. Now, the book "Public Interest Environmental Action Cases Explanation", which was edited by Prof. Zhu, was the result of RUC 2018 teaching reform project "Environmental Law Clinic Cases Textbooks' system, form and development", which was hosted by him, too. Other relevant books including "Environmental Tort Cases Explanation", "Environmental Administrative Law Enforcement Cases Explanation", "Environmental Administrative Reconsideration and Legal Proceedings Cases Explanation", "Public Participation in Environmental Protection Cases Explanation" were compiling as planned.
