¡°The role of academic journal in pushing forward the research on human rights in new era¡± seminar was successfully held

   On January 6th, 2019, ¡°The role of academic journal in pushing forward the research on human rights in new era¡± seminar was successfully held in Renmin University of China.The seminar was co-held by Human Rights magazine, China Association for Periodical Legal, Legal Department of Copied Materials from Newspapers & Journals by RUC, Human Rights Research Center of RUC and Renmin Law School. More than 80 scholars and experts from over 50 presses, universities and research institutes attended the seminar. Focusing on the influence of academic periodicals on the research in human rights, experts in both human rights and academic journals exchanged their ideas on cutting-edge issues of human rights research in the new era and the current situation of academic publication in the field of human rights. Such a grand seminar has been the very first in China.


   Lu Guangjing, Director of Human Rights Bureau, Ministry of Publicity and Propaganda delivered a speech in the seminar. In his opinion, human rights study is not only an academic issue, but also an issue concerning China¡¯s discourse power. Xi Jingping Thought on Socialism for a New Era, especially his thoughts on human rights, offered a guidance for the construction of human rights theories and human rights discourse system. Therefore, self-conscious implementation and in-depth interpretation should be a must in human rights study. Human rights study should not only focus on realizing the happy life of people, which is the most significant human right, but also expand the discourse power of China in the international human rights study. The significant change happening in China is also a huge opportunity for the development of China¡¯s human right study. However, such study must be based on the current situation of China and the whole world so that it can live up tothe demand of the reality. Only when theories are created out of thoughts on significant problems facing the world or our country can they be powerful and useful. More importantly, human rights study should stick to the right political direction because direction decides path. Innovation is another rule that human right study should stick to because along with innovation come hope and future. Academic journals on human right study should play a more significant and positive role in building China¡¯s discourse power and pushing forward human right study, thus strengthening the connection between humanright study and academic journals in our country.


   Wu Fulai, Deputy Party Secretary of Renmin University, Prof. Zhang Xinbao fromChina Association for Periodical Legal, Gao Zilong from Book and Newspaper Information Center of Renmin University of China, Chen Shiqiu from United Nations Committee on Economic, Social and Cultural Rights, Prof. Gu Chunde and Prof. Han Dayuan from Renmin Law School respectively delivered thesis speech on the seminar


   The participants spoke positively of the progress China has made in human right study since Reform and Opening and analyzed the current situation and problems of academic publication in the field of human right study over the last fewyears. Heads and editors of academic journals made an introduction to existing circumstances of human right publication in legal journals. According to them, legal journals actually paid special attention to essays on various kinds of rights. However, there were only a small number of quality essays on the basic theories of human rights. The scholars attending the conference had aheated discussion on the reason behind such phenomenon and made several feasible suggestions.


   Scholars and editors all agreed that the academic publications of human rights decided and had a significant influence on the progress of human right study. For that reason, a more effective communication system and a stronger bond should be built between legal periodicals, academic evaluation mechanism and scholars.The editors should improve their ability of selecting and focusing on the majorissues in the field of human right study. As for the scholars, they should pay more attention to not only the technicality of their study, but also balance the reality concern and the theoretical depth so that their research would not just focus on the very surface of human right issues. Besides, they should better their academic expression of political issues and coordinate the relationship between theoretical research and the construction of discourse system. The trend of globalization required scholars to put emphasis on the practical human right problems in our country while also having a global horizon. Since human right study is a trans-disciplinary study that involved law, politics, sociology, philosophy and so on, the importance of cross-disciplinary communications should be lifted. In this aspect, academic journals could have played a more important role of coordinating.


   Representatives attending the seminar included a variety of influential journals and periodicals, among which were China Legal Science, Human Right, Copied Materials from Newspapers& Journals, Peking University Law Journal, Tsinghua LawJournal, The Jurist, Legal Forum, Journal Platform of Central China Normal University, Study & Exploration, Journal of China National School of Administration, Journal of Literature, History & Philosophy, Journal of East China University of Political Science and Law, Law Review, Disability Studies, Chinese International Law Review, Law and Social Development, China Prison Journal, Juvenile Delinquency Prevention Research, Contemporary Law Review, Oriental Law, Collection of Women,s Studies, Criminal Science, Global Law Review, Issues on Juvenile Crimes and Delinquency, Journal of Renmin University of China, Journal of Beijing Administrative College, Journalof CUPL, Journal of Guangzhou University, Disability in China, People¡¯sCongress Studying and Seeking Truth. There were also representatives from famous newspapers such as People¡¯s Daily, China Women¡¯s News. Internet Media,such as CHINA HUMAN RIGHTS.CN and FXCXW.ORG also sent representatives to attend the seminar. Participants also included representatives of well-known press. For example, there were editors from Social Sciences Academic Press(CHINA), China Renmin University Press, Peking University Press and others. Some universities and research institutes alsoattended the seminar.

   Prof.Zhu Liyu, Director of human right research center of Renmin University, and  Dr.Wang Chunlei, director of legal department of Copied Materials &Newspapers, spoke highly of the achievements of the seminar duringt heir conclusion speech. They   hoped academic journals would put more emphasis on their communication with human  right scholars as well as the publication of essays on human rights. They also, on the    behalf of their organization, expressed the willingness to help build a bigger platform for effective communication between the field of law, politics and human rights.
