1. Guiding Thought and Overall Construction Target

(a) To gather domestic and international legal researchers, integrate the existing legal research resources, construct a innovation base of law discipline, and to become a platform for jurisprudence theory innovation and resources sharing. Making important the topic of the socialistic legal system with Chinese characteristics as a direction of study, to provide theoretical support and preparation for the realization of a "forming a socialistic legal system with Chinese characteristics by 2010".

(b) To lead China ' legal theory study, achieve reform and innovation of the system of teaching practice and cultivating talented students, to become a "thought database" and a "talented scholar's database" for China ' socialistic legal system construction. To build an important platform for cultivating talented person, in the hope of supply necessary high-level theory and practical talented people' for a socialistic legal system with Chinese characteristics.

(c) To integrate seven national key disciplines of the university and two key research centers under the Ministry of Education, together with other academic resources. To accelerate the Civil and Commercial Law Research Center and the Criminal Law Science Research Center into a science research institution with an international influence, and to strive to make the legal discipline a first level discipline in the world in ten years or a little longer.

(d) To promote China 's legal international exchanges level in a complete way, to strengthen international academic dialogue ability, to enhance national legal academic exchanges and cooperation. To make the center become a platform for international legal academic exchange, as well as a public service platform and social service platform for nationwide legal study.

2. The Second Period Construction Target

The Law School plans to undertake four key national research programs which are the structure of a socialistic legal system with Chinese characteristics, the basic legal system with Chinese characteristics, its relevant legal system, and the transformation to a market economy. During the process of completing these programs, it has decided to establish the theoretical structure of a socialistic legal system with Chinese characteristics, and to take part in and complete the reasoning and drafting of relevant laws and regulations. In the areas of research level, academic influence and scholarly development, it will promote Civil and Commercial Law, Criminal Law, and Constitutional Law and Administrative Law to being top notch in the world.

This program includes the following 16 disciplines, Jurisprudence, Chinese Legal History, Constitutional Law and Administrative Law, Criminal law, Civil and Commercial Law, Procedural Law, Economic Law, Environmental and Resource Law, International Law, National Economics, Industrial Economics, Laboring Economics, Human Resource and Environmental Economics, Corporation Management, Administration Management, and Sociology. Centering on the key research program of a socialistic legal system with Chinese characteristics, each discipline has benefited from one another, and has adapted to the requirements of the development of socialistic market economy.
