The international law research center of humane purposed of RUC is an academic organization engaged in international study of humane issues, with a purpose to promote and strengthen China¡¯s teaching and research in the realm of international law of humane issues. The fact that wars and military conflicts break out constantly make the international humane law an important and practical discipline. The rules of international humane law system mainly center on how to protect war sufferers of war or military conflicts. The study of these issues is of extreme importance to China¡¯s national interests. For example, in May of 1999, NATO (in particular the United States) bombed China¡¯s embassy in Yugoslavia. According to International Law, it was not only infringement of a nation¡¯s sovereignty, but also a severe violation of international humanitarian law. Not only was America liable, but other relevant people should have been charged with criminal liability according to international humane law.
The substantive work of the international humane law research center is to participate actively in international academic discussion on international humane law and to draft international humane law documents. In addition, it spreads the foundational knowledge of the international humane law in China through connection and cooperation with relevant international organizations. By organizing students to take part in international conferences and competitions, it also provides broad but yet specialized training.
The international humanitarian law research center has Prof. Zhu Wenqi of Law School as its director. He has studied international humane law since the early 1980s. He took charge of China¡¯s international humane law foreign affairs when working at the Ministry of Foreign Affairs. Now he is an member of "Experts¡¯ Committee for Aerial Warfare Laws drafting under the Harvard International humane Law Research institute", He is also an editor of the most famous and authoritative magazine the Red Cross International Review (Switzerland Geneva) in the realm of international humane law.
