Professor Han Dayuan Discusses Hong Kong National Security Law


On June 30, 2020, China approved the Law of the People's Republic of China on Safeguarding National Security in the Hong Kong Special Administrative Region (“NSL”), attracting worldwide attention. On July 1, an academic seminar on NSL was held in China University of Political Science and Law (“CUPL”),  Professor Han Dayuan from Renmin Law and the President of Chinese Society of Constituional Law and dozens of experts and scholars from 13 universities across the nation joined the seminar.

Han stressed that the Hong Kong issue should be interpreted within the framework of the sovereignty of the People’s Republic of China. According to China’s Constitution, the establishment and system of special administrative regions should be decided by the National People’s Congress (hereafter called “NPC”), who authorizes the Standing Committee of NPC to formulate the national security law on Hong Kong. The key of an enacted law is to be fully implemented. The purpose of NSL is to "uphold national unity and territorial integrity, and maintain the prosperity and stability of Hong Kong", which is also the core of "One Country, Two Systems" and the original intention of the Basic Law of the Hong Kong Special Administrative Region of the People’s Republic of China.
